Option 1 splits development across land in St Andrews West either side of the High Road as well as at Craigtoun, south of Carron Bridge. This option:
• Provides university, employment and residential land
• New secondary school site closer to university playing fields
• Could compromise the ability to create the best urban design approach
• Could have a greater effect on views of St Andrews from surrounding countryside
• Provides limited planted screening to the edge of the new development
• Because development is split broadly over two sites there would be a need for more investment in new roads, flood protection and other infrastructure
• Option 1 could compromise the delivery of the plan, particularly given the required amount of community facilities
• Development at Craigtoun without the completion of St Andrews West would create disconnected suburban housing estate. This could have greater impact on congestion and views in the southwest of the town.

Option 2 is based on the premise that all the development needed for the town in the structure plan period (2006-2026) could be based in the St Andrews West area. This option:
• Provides all the mix of uses as per option 1 with increased community facilities
• New secondary school closer to existing school playing fields and bus drop off point. This is the partnerships preferred location and may changeluxury apart
• ‘Locks in’ the expansion of the town by planting a large community woodland at the town’s edge.
• Increases the amount of accessible woodland walks, community orchards and community playing fields and child playspace
• Provides a clearer and better defined ‘edge’ to the town
• Simplifies road layouts in key locations
• Wedge west of Northbank Farm reduces impact on views into the town and historic from the west
• Will be more deliverable and could fund more community facilities
• Provides enhanced university campus and playing fields
• Some employment land could be relocated to the former Paper Mill at Guardbridge
• Craigtoun could be developed if required beyond the 2026 structure plan period
